   تعد دائرة الأشغال والخدمات العامة من بين أقدم الدوائر المحلية التي أنشئت في كل في إمارة رأس الخيمة حيث أصدر المغفور له بإذن الله تعالى الشيخ صقر بن محمد القاسمي طيب الله ثراه مرسوم إنشاء الدائر سنة 1965م ، ولكن تاريخ ظهور هذه الدائرة بتنظيمها الحديث كجهاز متنوع الخدمات يعود إلى عام 1985 حين صدر أول قانون يحدد اختصاصاتها ويمنحها سلطات واسعة في الإشراف على المرافق المختلفة التي تعنى في الأساس بتقديم خدمات البنية التحتية والمشاريع المدنية والخدمات العامة للمواطنين ، وشكل هذا القانون الانطلاقة التطويرية الشاملة للإمارة ، إذ شهدت على إثره نهضة عمرانية وحضارية عززت من مسيرة البنية التحتية للإمارة بشكل ملحوظ.

دائرة الأشغال والخدمات العامة مؤسسة حكم مدني تتشابك فيها ومن خلالها مصالح وخدمات المجتمع الحديث في الإمارة لذلك لا يتسع المجال هنا لاستعراض كافة الأنشطة والمهام التي تؤديها للإمارة والمواطنين، فهي تقوم بتنفيذ العديد من المشاريع الخدمية في الإمارة سنويا بالإضافة إلى الدور الكبير لها في المجال الاقتصادي والاجتماعي والصحي والبيئي والزراعي وغيرها من الخدمات الأخرى .
